The median product manager in Russia earns 291,666 rubles a month including bonus, according to Habr Career. A junior makes about 110 thousand, a middle 230, a senior 352, a lead 435. On hh.ru the figure is three times lower, and that is not a mistake: it measures something else.

In brief:

  • The biggest jump in a product manager's career is from junior to middle. Pay grows 2.1 times.
  • Product manager pay has not grown in the last year and a half. IT overall rose 4%, management stayed flat.
  • Moscow pays IT managers 70% more than the regions.
  • Popular claims like "plus 20% for AI skills" circulate online without a single study behind them.

Fig. 1 Product manager pay in Russia by grade: median and the range where half of people fall, Habr Career data

A median means exactly half earn more and half earn less. It is more honest than an average: one director on a million does not drag the number up.

The bonus grows with the grade. 42% of juniors get one, and 64% of leads. The higher the role, the larger the share of money that depends on results.

Why hh.ru shows three times less

On hh.ru the median salary of a product manager in Moscow for 2025 is 91,910 rubles (hh.ru). On Habr it is 291,666. A threefold gap, and both numbers are true.

They count different things:

  • hh.ru takes salaries from job ads. That includes product managers in FMCG and pharma, internships, and amounts before tax. And IT companies often leave the salary out of the ad entirely.
  • Habr Career collects the actual income of IT product managers including bonus.

If you work in IT, go by Habr. The hh.ru figure answers a different question: what job ads promise.

Incidentally, several sites present those 91,910 rubles as "April 2026 data". On the hh.ru page itself it is the median for 2025. That is how numbers travel: from one reprint to the next, losing their date along the way.

Is pay growing

No. The Habr median for product managers over a year and a half:

  • second half of 2024: 263,962 ₽;
  • first half of 2025: 265,000 ₽;
  • second half of 2025: 260,000 ₽.

IT as a whole grew 4% in the first half of 2026, to 191,000 rubles. Management pay, according to Habr Career itself, did not grow. Adjusted for inflation, a product manager got poorer over a year and a half.

The market got tighter. On Habr Career IT vacancies fell 56% in a half-year, on SuperJob resumes rose 21%, and on hh.ru there are 22 resumes per IT vacancy (Kommersant, July 2026).

Moscow, Saint Petersburg and the regions

There is no split for product managers alone, only for all IT managers (Habr Career, July 2026):

City IT managers All IT
Moscow 260,000 ₽ 235,000 ₽
Saint Petersburg 200,000 ₽ 200,000 ₽
Regions 152,000 ₽ 160,000 ₽

The regions pay 16% below the market, up from 14% six months earlier. For managers the gap is wider: Moscow pays 70% more than the regions.

Remote work partly closes that gap. In a survey by the IT Workers' Union, the median for remote work is 260,000 rubles, in the office 175,000 (May 2026). The sample is small, 1,539 people, and not random, so treat it as a guide, not a law.

How many openings

On hh.ru on 17 September 2026 there were 1,608 product manager vacancies in Russia, 1,075 of them in Moscow and 336 remote. There are 190,117 resumes with this role, but that counts all resumes, including long-inactive ones. Dividing one by the other would give a scary and wrong number.

What raises pay

There is less verified data than advice.

Grade. The most reliable lever. From junior to middle pay grows 2.1 times, from middle to senior another 53%, then to lead 23%. The most valuable years of the career are the first three.

SQL. According to hh.ru, it is the most common skill in IT vacancies, appearing in 12% of them (itweek, December 2025). How much it adds to pay, nobody has honestly measured.

Bonus. 64% of leads get one. If you are moving to a level where half the money depends on results, negotiate more than the base.

And here is what does not exist: figures like "AI plus 12 to 20%", "P&L plus 10 to 15%", "fintech plus 20%". They circulate through articles, but have no primary source. They might be true, but for now they are just nice numbers.

What this means if you are job hunting

  1. Look at Habr Career, not hh.ru, if you are going into IT. Otherwise you will ask for one and a half to three times less than the market.
  2. Don't negotiate as a junior, negotiate as a middle. A gap of 120 thousand rubles a month lies in a single step. Anything that speeds it up is worth more than any course.
  3. Working remotely from the regions almost evens out your pay with Moscow.
  4. Don't wait for the market to grow. Product manager pay has been flat for a year and a half. The market will not grow, you will.
  5. Ask about the bonus. At senior and lead levels it is a noticeable part of income.
